How can i edit and view photos from icloud on iphone, especially when they are made by other IOS device? Thanks

Welcome to the Apple Community.
Settings > Photos & Camera > iCloud Photo Library > On.
To edit a photo open it and tap 'edit' in the top right corner.

But in the section photos and cameras i don't have iCloud Photo Library.

What settings do you have at settings > iCloud > photos > options, do you have iCloud Photo Library there.

Yes. I have bought iPhone 6s couple days ago and this is the screen shot
Then something is wrong somewhere, you should have an iCloud Photo Library option in both of your first two screenshots. Where are you located, do you have any restrictions on your phone or account. Do you have any other problems with your phone.
