cannot upgrade to ios9

Question

cannot upgrade to ios9

Ipad air 2 cannot upgrade to ios9. I cannot download new apps from App Store but purchase can be done. Dowloaded applications from app store cannot be updated either, it shows waiting and stopped there. How can I solve this?

iPad Air, iOS 8.4.1

IT may not fix it but press the home button and power button simultaneously until you see the apple logo then rellease both buttons.

its like shutting down your computer and restarting

tthis has previously fixed this sort of issue for me
