Activation lock

I Purchased an iPad mini from a second hand store... And I tried to restore it and it is now activation lock. i was able to contact the previous owner and he give me his security questions bug would not give me his birthday... How can I remove his iCloud id with the questions he provided

HE didn't want to deal with doing all that.. i even ask he to do that and would not want to waste his time he said. So would Apple help me

Not with this issue. If the person who set the lock won’t remove it, go back to the store and ask for a refund.
