Unable to change store region

Hello!

I want to connect to family sharing. Actually the country of my account store is UAE, but family i wish to connect has Ukrainian store.

I cant change store in my account. All my subscriptions have finished. Nothing should prevent me to do this. I have tried from my iphone and itunes from mac.

When i try to connect to family sharing from iphone it requests to change store. I change it, accept agreement, then it requests to enter credit card info. I enter info of few credit cards, but its declined. There is no option to proceed without card. And i have stuck with this step.

When i try to do same thing on my mac with iTunes it allows me to change payment method without credit card, but when i try to change country i have this error:

So i have no idea how to change it in other way.
