celllular data turned off in europe

I have an iphone 6 and have turned off the cellular data to avoid getting hit with cellular and roaming charges but my phone still shows that I have service from a UK based carrier. I also have an iphone 5 with the cellular data off and the phone shows "No Service"

Why the difference I don't want to get home and get a surprise bill from At&T.
