updated to i0s 9.0.2 on my iphone 5 c and now I can't send texts. I can receive them.

I updated to i0s 9.0.2 on my iphone 5 c and now I can't send texts or i-messages. I seem to be receiving texts. If I re-jump my phone I sometimes get to make one outgoing text and then it stops working again.

iPhone 5c, iOS 9.0.2
