I have some personal photos on my work Macbook Air and my sysadmin (understandably) won't give me access rights to upload files from my laptop automatically.
How do I upload photos through the iCloud website?

iCloud.com > Photos. Then choose 'Upload' from the top of the screen.

That implies that you have yet to enable iCloud Photo Library on one of your devices.
