You don't. It's a brick. If the person you bought it from can't or won't remove the lock, it can not be used. Turn it over to the police. There is a high probability that the phone is stolen.

You can not get past Activation Lock without information from the previous owner. You own an iPhone shaped brick.

Let me see if I have this right, you purchased what was advertised as a new phone from someone whom you obtained no information from? Wow, you have just lost a great deal of money, and might have even purchased a stolen device. Sorry about that, but the others have informed you of the problems.
