Enabling Airplane Mode or Disabling Cell Data when Connected to WiFi

Semi-new to iPhones.

Is there a way to automatically disable cell data or enable airplane mode when connected to a WiFi network? I was easily able to automate this process using Tasker/Secure Settings/Root with my Android device. Surely there is a similar method on iPhones?

So if in a locked state wouldn't apps use cell data in the background? that just seems stupid. If i'm connected to wifi weather locked or unlocked it should NEVER go back to cellular unless i'm out of wifi range. That would indicate the phone is using up unnecessary carrier data.

Sorry I'm just trying to get an understanding on how the phone operates.
