New iMessages are received but don't display

New iMessages (maybe SMS) are coming to my iPhone 6, but not displaying in the Messages app. I occasionally even receive a notification tone/vibrate, however the message is not there. If I restart the phone the missing message is now show. It was happening with iOS 8.3 and continues with 9.02.

My Messages (Saved) is around 20G. I have since changed the setting to only keep messages < 1yr, but it does not seem to be removing all of the old ones.

Any advice???
