My iPhone is stuck at uploading iCloud settings.

I had to switch back to my iPhone 4. I decided to reset the settings and start it by logging it into my iCloud account. It has been over a day and it is still trying to upload the iCloud settings. My lock button also doesn't work. Please help get out of this stage so I can use my phone. Thank you!!
