I Have been having major problems with the iOS 9 on my phone and I would like to downgrade it to the iOS 8.
iPhone 5c, iOS 9.0.1
I'm sorry, but Apple does not provide a downgrade path for iOS. Because downgrading is unsupported by Apple we cannot discuss it on these forums.

Almost all software problems can be solved.
You have not said what your problem is.
But if you Restore back to Factory settings that will make iphone as new
And get rid of any bugs .
After restore use same apple ID / password to get your apps /data back.
