iCloud worked fine with Windows 8.1 but after upgrading to Windows 10, icloud stopped working. Reviewing Apple iCloud support I find that iCloud doesn't work with Windows 10. When can we expect Apple to upgrade icloud so that it will?
No one here would know that, we are users just like you and would have to wait for Apple to announce it. Speculation on Apple policies or releases is prohibited by the TOS of the forum. Just have to wait and see.
