No, users have no control over what apps appear there.
Your profile says you have an iPad Air. Split View does not work on that machine. It requires an iPad Air 2 or iPad Mini 4.

IT is a iPad Air 2 and split screen does work. Just wondering if there was a way to change the apps that appear when you swipie from the right.
Yes, you change the apps that appear when you swipe from the right by swiping down from the top edge of the screen.

- sort the order of the apps
- deselect certain apps
- search apps
I hope that Apple comes up with a solution in a future iOS update (9.2 maybe).
Its also up to the app developers to add support for these features. Therefore you only see a few apps there. See also this list here.
