Unable to assign ad to a line in campaign

Have created few campaigns. In some of them unable to assigne ad to a line , the checkbox doesn't allow to be clicked.

Thought it was because the ad is not approved. Later even after ad is approved unable to select the ad in the line.

Quite frustrating.

Can anyone help?
