The app store disappeared on my ipad mini. How do I get that back?

Are you sure it's gone and not just hidden?
ON the main home screen with no apps open swipe down and type App Store as shown in the following photo.
The text on the right show where it's located, I have mine in a folder named Apple with my other Apple apps so it show Apple.

Very odd. It's technically not possible to delete the app so I might guess there is a glitch in the software.
IT may be very well you have somehow enabled restrictions. Go to settings app then general then restrictions.
IF you have your passcode check the following to see if installing apps is restricted. See screenshot.
IF the installing apps looks like this the App Store app will not be available. Tap the slider on the right to make it green.
Alternately you can click disable restrictions above to disable everything and get back to normal.
this will of course require the same passcode initially used to enable restrictions.
IF indeed the app is actually gone
I would suggest trying to restore doing the least extreme methods first.
FIrst, do you have a backup of the device already. If so try to restore from backup
REstore from iCloud backup instructions: iCloud: Restore or set up your iOS device from iCloud
REstore from iTunes instructions: Restore your device from an iCloud or iTunes backup - Apple Support
IF you have not done a backup:

but you won't be able to to an earlier date than today but you can get back to today if the following steps don't work by following the previous instructions above
try the previous steps first and if still no luck then post back then we can walk you through more vigorous methods
