If I understand correctly you are not able to see your iOS devices in iTunes on your Mac, and you cannot use iCloud Photo Library due to issues with your ISP. I would suggest using the troubleshooting information in the following article about iOS devices not being recognized:

Oct 11, 2015 4:45 PM in response to sterling rby Maryjane428,I went to back it up in iTunes, it's visible there, but this time it rejected the iPhone as soon as I hit back up. I did change cords etc. It's forced the iPhone to disconnect each time i try to back up. I don't want to keep trying, something is wrong.

If that does not resolve the issue, can you tell me what the error says?

Oct 15, 2015 3:32 PM in response to sterling rby Maryjane428,I Tried different cords, restarts, every on the list. When I plug in either IPad or iPhone 6+ 128 g. Photos opens, I see the iPhone there but nothing happens. When I go to import it brings me to iMac hard drive. Same with iPad air2 128g. It's since iOS 9 and now 9.0.2
getting frustrated! Also backing up doesn't help. Photos stuck.

Repair your library - Photos Help
If you experience problems with photos in a library, Photos can try to repair it. If problems persist, you can also restore your library from a Time Machine backup.
Important: You should back up your photo library before repairing your library.

If Photos is open, choose Photos > Quit Photos.

Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock).
The Repair Library window opens.

Click Repair to rebuild your photo library.
Then test out the issue again. I'm thinking there may have been an inconsistency in the library that needs to be fixed.
