Q: Change child's age - verification requires credit card

When setting up my account for my daughter I had created her with a birthdate older than 13. Now that apple has conveniently created family sharing, I'm trying to set up my child's account and it requires a credit card for ME to verify her age change from an adult to being a child. At first glance this looks like these discussions: Create apple id for a child - credit card required

 

However here's the thing: my "unacceptable" debit card is ON file with her account id, and she is able to buy things with it on her phone! In other words, without a credit card on file, I can't change the settings on my account to PREVENT accidental or unapproved Purchases from my currently-functioning debit card?!?

 

So our second child's Apple ID works just fine, and it does not require any change to my card to force him to request approval from me. But this first issue is kind of a big deal: my card supposedly can't be used to verify an age change, but CAN be used without my permission to make purchases, and if I want to Control that permission, I have to have a kind of card I DO NOT have.

 

I cannot stress this enough: my card currently on file is being used to make purchases, and apple won't let me stop the person who using this card, without proving that I'm old enough to stop them by using a different kind of card.

 

I can parent my kid to ask my permission but This is a straight up bug. Please help?

    What type of account is the 'second child's Apple ID', a child account or an adult account ?

     

    To create an account for a child (i.e. under-13, depending upon the country), or to change the date of birth on an existing account to be a child account, you need to use a credit card, not a debit card (due to online privacy laws). For adult accounts (which is effectively what you created for your daughter) debit cards are a valid form of payment.

     

    From Family Sharing and Apple IDs for kids - Apple Support :

     

    Before you begin, make sure that you're using a credit card or UnionPay as your iTunes Store and App Store payment method. To comply with child online privacy protection laws, you will use the CVV, verification code sent via SMS, or security code from a valid payment method as part of providing your parental consent. If the card on file is a debit card or another payment method, you’ll be asked to provide a valid payment method before you can continue. After you create the child's Apple ID, you can change your payment method.

     

    And Update the birth date associated with your Apple ID - Apple Support :

     

    To change your birth date to any age below 13*, you must be a member of a Family Sharing group, and your family organizer must approve the change. After updating your birth date, follow the onscreen steps to send an email request to your family organizer. Your family organizer can sign in to My Apple ID to confirm the birth date change and agree to the Parent Privacy Disclosure agreement by entering the CVV of the credit card on file in their account.

     

    You should still be able to enable 'ask to buy' for under-18s : Request and make purchases with Ask to Buy - Apple Support.
