Photo Library problems

I've been having issues with my phone all day long, ever since I restored from an icloud back up to my new phone. I have everything re-logged in but my photos are all sorts of messed up.

When I try to access a photo from the phone, the photo is blurred and unclear. At the same time a small little timer appear in the bottom right corner (its like it is downloading the photo). The timer goes until the image becomes clear? It's like it's optimizing the photo but the photo is SUPPOSED to be downloaded in full on the device.

Can anyone help me here
