If you can't import photos from your iPhone 4s to your iMac, several of the steps at this link may help--If you can't import photos from your iPhone, iPad, or iPod touch to your computer.
Also be sure to restart your iPhone if you haven't already.

thanks for the info but i saw and tried all those suggestions and none of them have worked. I gather this is a major problem that Apple need to sort out. There are many complaints on the same problem and all Apple want to do is charge you for advice.
I have been a great supporter of Apple for years but must admit the last year or so has been a disaster. IOS is a disaster and so is El Capitan. My iPad crashes for no reason, a 'zoom enabled' message constantly appears on opening up Safari, Photos has no reason when there were perfectly Iphoto and Aperture Apps
Apple, unfortunately, has become so money orientated that quality of software has gone To the dogs. Jony ive should stick to making good ipads etc and get out of the software side.
i Never thought i would have such dismay with Apple and its hard to say it but their customer care just stinks

Yes, really, although it seems unrelated, go into iTunes and turn on encrypted backups for your iPhone. Make a backup and then reboot your computer. And then go back to Photos... suddenly the Import button appears!
