MY ip address is blocked from craigslist, i have never posted anything that was inappropriat. How do i unblock this? This was not blocked prior to IOS 9.0.2 could this have something to do with it?

An iOS update does not have anything to do with Craigslist, nor your ability to post. If Craigslist reports your IP blocked, then you need to contact them to question the reason.
