Are you able to import the file through other means (email attachment for example, or via iCloud)? If so, it would indicate the issue is with DropBox (which is NOT Apple's).
You could also try a forced restart: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the restart.

Apple needs to address some of the issues of IOS 9 or coordinate major changes with apps
Unimpressed Apple makes enormous profits by having shocking technical support leaving users to work out where they have not beta tested
Should rename IOS from software to trialware

I know of no one else having an issue with this. Folks here would be more than happy to try and assist you with troubleshooting, but if you are only here to whine, you need to find another venue.

Contact DropBox support.

I just used Dropbox as the example but probably created some confusion there.
The problem is Numbers and IOS 9 seems numbers stopped importing since the upgrade.
The three users here use Iphone 4S and Iphone 5 all same issue.

Oct 12, 2015 7:52 AM in response to Kilgore-Troutby Rotten Apple Core,Hmm the spread sheet I use is technically basic it has no macros or smarts only some formatting and calculations its a results table from a larger system.
But that aside I have created a New Spreadsheet with nothing on it bar the text TEST and same result it stalls on importing.
Everything was was working fine, now its not frustrating.
So you are importing on a MAC or Iphone ? Successfully

In the end I updated Numbers on my PC removed numbers on the Iphone during the Itunes Sync, then re-installed it on the Iphone using Itunes Sync again.
Strange I deleted it on the Iphone before and downloaded it direct to the phone but it did not fix it.
Working again h'mmm that does not make sense, no explanation for why that re-install route worked, unless original update of numbers on the Iphone did not run properly.

Not out of the question, I suppose. Deleting and re-installing an app is typical troubleshooting, but not usually for this type of issue.
At any rate, glad you got it sorted.

Turns out problems came up again but this time I waited for the import for as long as it took...
Here's the strange part since IOS 9 it does import into Numbers but it takes 20 to 30 times longer and size of spreadsheet makes no difference...
Seems the Import Function takes for ever now it was always a bit slow now you think it has failed after 10 min but if you wait long enough it eventually loads the sheet.
Seems IOS 9 and Numbers have an issue on 4S phones maybe...

If you open the source ie Dropbox and export the spreadsheet to Numbers the import seems to stall..
If you CLOSE Dropbox once the import has started in Numbers the import completes instantly and problem goes away.
I wonder if Iphone 4S and its 512mb ram is struggling to multi task these two functions under IOS 9 find that hard to imagine as neither tasks are intensive.

After testing every variable combination it appears..
The first time I import a spreadsheet after opening Numbers it is very Slow, then I can import as many and reasonably large sheets almost instantly.
Until I close Numbers and the first slow import problem reappears..
This has only happened since IOS 9 upgrades...
Solution Don't close Numbers and all is well...
