Since updating my iPhone to ios9, my 'notes' are not syncing with my Mac laptop notes. Does anyone know how to fix this?

Click on the Apple icon on the top left and about this mac and post what you see in the window
There is no mention of El Capitan at all. What detail do you actually need from that Overview window?
What version of Mac OS X do you have?
OS X Yosemite Version 10.10.5
Update your Mac to the latest El Capitan OS X 10.11
Make sure your iCloud account for Notes is turned ON.
