The only way to unlock an iPhone that is 'iCloud locked' is to enter

the AppleID and passcode used to initiate the Activation Lock. There

is no workaround.

If you purchased the iPhone 2cd hand, return it for a refund. It is useless

without the requested AppleID and passcode.

If you are the original owner of the iPhone and can prove initial purchase

with a receipt showing the serial number of the iPhone from Apple or an

Apple authorized iPhone retailer, take that proof of purchase and the iPhone

to the nearest Apple store where they may assist you. Make a Genius Bar

appointment of avoid delay.

That is not Apple's fault that you purchased a phone without ensuring that the owner disassociated it from their Apple ID. It may well be a stolen or lost phone that you purchased. Activation lock is there for a reason and no one can help you except the previous owner. You basically own a brick.
