It sounds like you're trying to upgrade iOS on your iPad 2 wirelessly, but there isn't enough free space on the device. Take a look at the article linked below which outlines options that should help you resolve the issue.

Oct 12, 2015 4:32 PM in response to saint nickby MichelPM,If your iPad was near full (2 GBs of free storage space or less), you need to backup all of your data on your iPad, either to iTunes on a computer, through Apple's own iCloud OR a dedicated Wireless WiFi hard drive, and then start deleting items off of your iPad.
You should start with paring down any music, movies and photos you may have on your iPad.
Then look at apps that you may no longer use and delete these (you can always redownload deleted apps at a later time.
Ideally, your iDevice should maintain a minimum free storage amount of 4- 6 GBs or greater on any iDevice (the more free space, the better) , plus, more than 50%-60% battery status to ensure proper operation, as well as, to ensure the possibility of a successful iOS upgrade/update installation.
In addition it is best to upgrade an iDevice connected up to computer running iTunes with you iDevice sync'd and backed up through iTunes rather than Over The Air (OTA) using a wireless WiFi connection.

I was just a bit puzzles as to why the latest update ie 9.0.2 does not appear in the prompt regardless of whether there is currently space or not...

I did this and now have my pad stuck trying to upgrade iCloud drive...tried to delete iCloud but it no longer recognises my password..try to change the password but then says it doesn't recognise the Apple ID..

Try resetting all web browsers histories and caches in each web browser.
Try turning on Reduced Motion.
This is found in the Settings App in the General tab the left panel.
In the right panel look under Accessibility, the look for Reduce Motion and turn this feature "On".
You should see an appreciable performance increase on all iPad 2, 3 and 4 models.
Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

I have upgraded two iPad 2s and an iPad 3 and 4 with no issues.
