How can i turn off The ICloud library

When ever i try to look at my phots without wifi, i can't there all blurry and when i want to make a photo my pock screen it can't because it hasn't downloaded, but when i go to turn it off it says that all my 'undownloaded' photos will be deleted. How can i turn it off without all my photos disappearing
