That is not presently possible. The closest option at present is two-step verification, which - in addition to entering your password - also requires you to verify your identity using one of your devices or another approved method before you can:
- Sign in to My Apple ID to manage your account.
- Sign in to iCloud on a new device or at iCloud.com.
- Sign in to iMessage, Game Center or FaceTime.
- Make an iTunes, iBooks or App Store purchase from a new device.
- Get Apple ID related support from Apple
Also, two-factor authentication (built in to iOS 9 and OS X El Capitan) is a extra layer of security for Apple ID. It will be rolled out gradually to users who meet specific system requirements and other criteria starting this autumn / fall.
