Error 3194 still persist even after finding multiple fixes, unofficial and official fixes included.

I'm using Iphone 4s and previously update to IOS9 recently.

After updating, im having crashes very often until finally im unable to boot up device thus resorting to try to restore the device.

Even after modifying the host file, disabling anti virus on my windows, the issue still persists for me.

I have tried multiple ways of restoring the phone, via updates, via restore. via downloading the ios patches manually and using shift+ right click to browse and launch the update files and failed. I have also reinstalled itunes multiple times (the newest version)
