Are you saying that you are seeing that message on the phone in your hand right now?
If so, one of two things has happened:
If you had Find my iPhone set up on the device with your iCloud ID, then your account was probably compromised.
If you bought the phone used, you may have purchased a lost or stolen phone.

Try looking for it. We can't help you find your phone.
Where did you get it? Did you buy it new and set up your iCloud account on the phone, or did you buy it used?
Yes I bought it brand new and it was fine until about 4 pm...
If it is displaying a message like that you did not buy it brand new. You bought a used, stolen phone.
