How can I find a lost iPhone that has the app turned off to find it?

The same way you would find your wallet or keys if you lost them. You re-trace your steps and look for it.

What makes you think find my iPhone is off
This can be only turned off if you know passcode .
To track iPhone it has to be on and connected to WiFi .
