How to manually sync contacts with Exchange?

One of our users prefers to grab his mail manually instead of using push. When he checks his mail, his mail and calendar get updated, but not his contacts. If he adds in a contact to outlook it will not get synced unless he turns on push. If we add a contact on his iphone it does make it into outlook because the iphone seems to know that it needs to sync after a change. I can find no way to manually trigger a contacts sync. Is there a way to do this? Is it a bug in IOS that this only works with push?
