My iCloud showed 4.38GB of backed up but when I access to iCloud, I don't see any photos or backed up data

I downloaded iCloud for Windows and checked. It shown 4.38GB of Backup. When I clicked the Storage button, it only showed 1 backup of about 300MB. And my 1700 photos are now gone, only 125 left.

Before loosing data, I just upgrade my iPhone 5 from iOS 6.x to 9.2.
