Oct 12, 2015 2:55 PM in response to Compuradby Lawrence Finch,Siri is built in. It is not an app. In iOS 9 Siri doesn't beep anymore. Just hold down the HOME button and talk. You should see a colorful audio graph on the bottom of the screen while talking.

It looks like Siri doesn't give a voice response or "chime" when you hold down the Home button.
The missing chime is normal in iOS 9 if you're not using headphones, as mentioned in Use Siri on your iPhone, iPad, or iPod touch:
If Siri doesn't make a sound when you hold down the Home button
On your iPad or iPod touch, Siri will chime when it’s time to ask a question. If you have an iPhone with iOS 9 or later, Siri will vibrate instead. You'll only hear the chime on your iPhone with iOS 9 or later when you're using headphones.
If you don't hear any voice from Siri, I recommend going through all of the troubleshooting steps in If you hear no sound or distorted sound from your iPhone, iPad, or iPod touch speaker.

A number of English users have found that switching the voice from American to British or Australian is a temporary workaround. Use iPhone Feedback to let Apple know about the issue and what does or does not work for you. My iPhone 6+ has all six combinations of English accent and gender.
