why does deleting apps/photos/videos not free up space on my hard drive?

I have deleted almost 20+ GB's of photos and videos. I emptied the trash and it disappeared but when I look at the storage status of my hard drive it shows that all of the data has still there, but now under the Other category and I cannot fix it,

MacBook Air, OSX El Capitaine

Re-index Macintosh HD.

Spotlight reindexing will take a while to finish.

System Preferences > Spotlight > Privacy

Note:

If you don’t have Macintosh HD icon shown on the desktop,

Finder > Preferences > General > Show these items on the desktop:

Enable “Hard disks”.

System Preferences > Spotlight > Privacy

Drag the Macintosh HD into the Privacy pane of the Spotlight window.

When you add Macintosh HD to the Privacy pane of Spotlight

You will get a dialog box like this.

Click “OK”.

Highlight “Macintosh HD” and click the minus “-“ button at the lower left of the pane.
