I had this problem with my mac since the fall of 2017. I finally just figured it out. It seemed as though I looked everywhere to try to get it to work and nothing fixed it.
If you haven't fixed it yet, this is what worked for me.
1. Go to system preferences on your computer.
2. Click on iCloud.
3. Sign out of your iCloud account.
4. Restart your computer while you are signed out.
5. Once you have restarted your computer, go back into system preferences and sign back into your iCloud account.
This should do the trick. If not I can provide a link with other suggestions.
