how to sync photos from macbook to iPad using iCloud?

The first thing you want to do is plug your ipad or any device that you want to sync into your computer. The next thing you should do is go to iTunes and ensure that your device is synced. In the iTunes status bar, next to the word "music" there is a vertical rectangle. Click this and you should see your device(s) listed.

Now close out of iTunes and go to the status bar of the home screen on your computer. Click on the apple, system preferences, iCloud. Select all of the items you want to sync in the iCloud, specifically photos. Click the options button adjacent to photos and make sure to check the first box that reads "iCloud Photo Library". Review the other 2 options as you may want to access those features.

This should solve your problem.
