First, decide when the library/event will live. Decisions about where the original clips are made in preferences and again, when you import your clips in the import dialog. Media can be linked to or copied to the event. Within FCP, the location of original, render files and other computer generated files can be changed in the Inspector>Info>Modify Settings.
