iCloud Storage Upgrade Bill?

My wife paid for an annual iCloud storage plan in early August 2015 ($11.99 for 25 gig) paid up until 8/2016. Her account had not been upgraded to the new monthly pricing as of today. We attempted to switch her over to the 50 gig/.99 a month level thinking that her existing payment would be transferred to cover this. Instead, we received a bill for $0.99 for the first month of this upgrade.

Have others seen this delay and/or billing problem when trying to switch from an existing annual play to the reduced cost new monthly plans?
