How do I transfer my @icloud.com email to another apple id?

Hello! I have my apple email address (@icloud.com) on my moms Apple ID. I am going off to college so I am getting my own Apple ID. I was wondering if I can transfer that email address to my new Apple ID?

Note: Content bought using one Apple ID cannot be merged or transferred to another Apple ID
