Apple ID Password Problem Connecting to iCloud on iOS 9.0.2

The password works on the computer for apple and icloud BUT will not work on device. So I skipped the log in one device updated and checked WiFi settings and it's connected so that was not the problem. Tried going into iCloud to try and sign in under Settings and new Terms and Conditions must be accepted but when I click on those says 'unable to connect to server' Also, tried going into App Store, signed in but no apps showing it's blank. I am just trying to connect! This is my sons iPad distributed through the school program.
