I turned iCloud photo sharing on, and it deleted most of my old pictures. What do i do?

I was trying to retrieve old pictures on my Ipad that were lost on my old Iphone. I had most of them still on my Ipad, i could SEE them! I wanted to get them onto my iphone so i turned iCloud on. I learned a little too late that when you do that, you lose the rest of your pictures already on the device. So before anyone suggests back ups... I did NOT back it up since 2013 (another stupid thing for me to not do). I desperately want those pictures back. Ive considered hiring a hacker. I have downloaded "recovery software" and no luck. I will do ANYTHING. Please help, I just want those pictures back.
