How do you change your country and update your billing info in iTunes store when changing your country requires verifying/updating your billing info, and verifying/updating your billing info doesn't let you change your country?

How do you change your country and update your billing info in iTunes store when changing your country requires verifying/updating your billing info, and verifying/updating your billing info doesn't let you change your country? (And you need to change the country in order to update the billing info because you've moved countries and can't use the other country's billing info anymore).

You've logged into your account, selected the Country/Region section and tried selecting your new country : Change your iTunes Store country or region - Apple Support ? You are likely to have to enter payment details that are valid for your new country e.g. credit card issued by a bank in that country and registered to the new address on your account - is that what is happening ?
