can error (9) be fixed on ipad 2

I have an ipad 2 running IOS 9 (latest as of October 2015) and it started showing the apple symbol with black background. It will not respond to anything I try.

I have tried to update and restore but it appears the ipad keeps disconnecting and reconnecting during this process. I then get the message "Ipad could not be restored. An unknown error occurred (9).

My pc is running the latest I tunes and I have tried restoring a few times now.

I am not spending £200 to get it repaired as it is no longer in warranty and wonder if it can be fixed ant other way.
