Why do I have to make a payment to update and download free apps and if I do a payment can not be paid .... Why do I have to pay ???!!!

Change your Payment Information in your iPhone to NONE and uncheck all Visa / MasterCard/ Amex. This way it won't ask for

card details.

Go to Settings => App & iTunes Store => View Your Apple ID => Account => Payment Information => None => uncheck Visa etc

This is because when you activate your iPhone, you have furnished your credit card details and did not specify NONE as the option

You need a current Credit Card to set up an account to download even free apps. There is no way around it.

Uncheck VISA. There must be a NONE option. Check it.

If you really need to furnish your credit card details, the BILLING address must be identical to your Bank Credit Card Statement address.

Apple requires your credit card details since you have had furnish it not in full details initially. Thereafter you furnish, the option NONE would appear.
