I've bought on eBay this Iphone
iPhone 4S, iOS 9.0.2
Contact the eBay seller. Nobody here can help you nor can Apple. Only the person who's iCloud account is linked to that device can de-activate activation lock. If you don't know them, or the eBay seller can't help you, then you bought a useless device. Seek a refund through eBay then.

If you can contact the seller ask them to go to find my iPhone
On an Apple device that belongs to them remove that iPhone
From find my iPhone list.
If they will not do that iphone may not belong to them.
Open a case with Ebay for a full refund.
If you buy any iPhone / iPad always ask if Applied has been removed .
