iMac running terribly slow, Mr. Linc please HELP

Hello You All, I have a iMac running terribly slow. Disk Utility and Apple diagnostic tool show no sign of hardware problem. I deleted my hard drive and installed Mountain Lion and it was slow, then I upgraded to El Capitain, and now is little bit better but still slow.
