My Iphone 5 will not update software due to lack of space. I deleted all pictures but settings say it is using 8GB. How do I correct this?

I received a message that new update iOS 9.0.2 was available. When I tried to update I received the message not enough memory available. Looked at my storage on email and pictures. Photos and camera use 7.9GB. Music use 1.3GB and email use 1.2 GB.

I have deleted every picture but still use almost 8GB.
