Parental Controls

I updated to the latest OS X - El Cap a few weeks back. I use parental controls on one of the login accts. I have been using the 3rd option which only allows access to websites on the allowed list. To make a very long story short, I erased all the allowed websites so I could start from scratch. The problem is when I chose option 3 (Access to allowed list only) and add a few websites, I then log out of parental controls. When I go back into parental controls, the allowed list is empty and the 2nd option is checked, "block adult websites." I tried to setup option about a dozen times, but to no avail. First time I have an issue with Apple's parental controls.
