How to manage ~110 Ipad's using one AppleID

Hi,

We recently bought 110 iPad's and we want to enroll them under the same Apple account. We will configure them via apple configurator 2. The aim of this is to have at the end high security configuration on all iPad's (white list, pass code, etc). We also want to block the users to download application, except which are related with our company. The problem is, from we read, that using only one icloud ID and one App Store ID for 110 iPad's, we will have problems. How can we solve this issue, as long as creating several accounts is almost impossible?

We applied for an Apple Developer Enterprise Program account, because we also want to develop some application for internal use. This account will help us?
