Cannot permanently disable iCloud Download

I am running Windows 10 and have recently updated to iTunes to the latest version 12.3.0.44. Since I updated iTunes I have tried to disable permanently the iCloud Download from my Playlists but every time I restart iTunes the icons reappear, I have tried starting as administrator and removing the iCloud Download but the still reappear the next time. I would appreciate a way to get rid of this annoying bug.
